HCPL has designed and delivered rigorous mixed-method evaluations across Pakistan, Afghanistan, Central Asia, and South Sudan. Our portfolio includes baseline, midline, endline, impact, and process evaluations for major donors including USAID, GIZ, UNICEF, Concern Worldwide, Welthungerhilfe, and other international partners.

We combine statistically sound sampling designs with large-scale quantitative surveys and in-depth qualitative inquiry. Our teams have conducted province-wide and multi-country evaluations across agriculture value chains, climate resilience, governance, education, youth empowerment, and humanitarian response.

From rapid needs assessments in disaster-affected districts to value-chain impact evaluations covering multiple provinces, HCPL has generated evidence that directly informed donor strategy, improved accountability, and strengthened program performance.
