Project Title:
Development of Child-Focused SDGs Achievement Plan for Muzaffarabad in AJ&K, Skardu in GB and Islamabad District in Consultation with UN agencies, INGOs, NGOs, and Academia
In collaboration with UNICEF, the SDGs Section and the Implementation and Monitoring Wing of the Ministry of Planning, Development, and Special Initiatives (M/o PDSI) conducted a comprehensive “MER Capacity Needs Assessment” across all provinces and regions in Pakistan. The purpose of this assessment was to identify key areas and document strengths and gaps in the MER systems. The ultimate goal of this effort was to support national, provincial, and regional governments in building, strengthening, and institutionalizing monitoring and evaluation (M&E) systems to enhance performance, transparency, and governance, leading to improved service delivery and public benefits. To address the gaps and needs related to monitoring, evaluation, and research in the public sector, the MoPD&SI, in collaboration with UNICEF, organized a “3-day capacity strengthening workshop on monitoring, evaluation, and research” from December 27–29, 2022, at the Best Western Hotel, Islamabad. The workshop was attended by 20 (male: 17; female: 03) M&E officials from the MoPD&SI, Planning & Development, Health, and Education departments of all four provinces, as well as AJK and GB.
HIMAT Consulting held a meeting with UNICEF and the Ministry of Planning, Development, and Special Initiatives (M/o PDSI) to understand the expectations and scope of the assignments. HIMAT Consulting reviewed documents provided by UNICEF and the SDG Section, which include but are not limited to the draft M&E capacity assessment toolkits.
HIMAT Consulting reviewed and revised the M&E capacity assessment toolkit and shared it with UNICEF and the SDG Section for review and feedback. HIMAT Consulting finalized the M&E toolkit based on the feedback of UNICEF and SDG Section 6 5. Coordinated with the provincial DG&R/SDG Chief to organize a provincial-level self-capacity assessment workshop and finalize a detailed plan. HIMAT Consulting facilitated provincial-level self-capacity assessment workshops, including in Punjab, where all relevant departmental staff self-assessed their capacities regarding M&E of SDG indicators. 7. HCPL analyzed the data, developed a detailed capacity assessment draft report, and finalized it based on the feedback of the SDG Section and UNICEF staff. HIMAT Consulting developed a M&E capacity-building training manual based on capacity-need assessment.
HIMAT Consulting organized a three-day training for the heads of national and provincial ministries and departments, including those from Punjab province. HIMAT Consulting drafted and finalized training reports. Component 2. HIMAT Consulting drafted methodology and agenda for consultation with district-level stakeholders, which include districtlevel officials of the government line department, representatives of civil society, NGOs representatives, media, and academia in Islamabad, Muzaffarabad, and Skardu districts. HIMAT Consulting held consultations with stakeholders, got their insights, collected data on the indicators, and also got information about the current program.
