Project Title:
Labor Market Survey in All Districts of Punjab and Khyber Pakhtunkhwa
Recognizing the critical role of skill development in achieving sustained economic and social development, maintaining global competitiveness, and responding timely to changes in technology and work patterns, the Government of Pakistan has committed to a major reform of its system of technical and vocational education and training (TVET). Since April 2011, the TVET Sector Support Programmes (SSP) have assisted the Government of Pakistan in the implementation of its ambitious TVET sector reform. Labor market assessment is the starting point for effective implementation of TVET programs that helps the TVET authorities select and prioritize TVET courses and undertake necessary reforms for imparting employable skills. Currently, no labor market assessment for Khyber Pakhtunkhwa is available that can be utilized for identification of growth sectors and occupations for National Vocational Qualifications (NVQs) development and revision.
Therefore, TVET SSP intends to hire a firm or company to carry out a comprehensive labor market assessment of the Punjab and Khyber Pakhtunkhwa provinces with the aim of identifying growth sectors, highly demanded occupations, training programs to promote gender equality, skill forecasts, and furnishing key recommendations for TVET policymakers, implementers, and other relevant stakeholders based on analysis and district-wise mapping.
Initial Meetings HCPL conducted an initial planning meeting and held a consultative meeting with NAVTAC and with industry departments in Punjab and KP. These meetings helped in gathering existing data about industries, employers, employment, TVET institutes, enrollment, courses, etc.
After submitting the inception report and receiving feedback from the relevant clients, HCPL drafted the inception report, including data collection tools, a data development plan, and an enumerator training plan. Literature Review: HCPL initiated the labor market assessment study with a thorough literature review. This initial phase was critical as it lays the groundwork for the entire study, providing a solid foundation of existing knowledge and insights by reviewing existing data, reports, and studies related to the labor market, such as Labour Market Assessment: Pakistan, Pakistan Labor Market Study: Regulation, Job Creation, and Skills Formation in the Manufacturing Sector, and the and the Pakistan Bureau of Statistics. Labour Force Surveys, reports by the National Vocational and Technical Training Commission (NAVTTC), annual reports from the Ministry of Federal Education and Professional Training, and other studies available on the labor market, TVET programs (TVET) policy for Pakistan, Pakistan Employment Policy, National Skills Strategy 2009-2013, Pakistan Labour Force Survey 2012-13, reports from international organizations, documents from the Ministry of Federal and Professional Training such as Pakistan Non-Formal Education Statistical Reports, Pakistan Education Statistics, and others, including relevant policy initiatives Quantitative and Qualitative Data Collection: HCPL's approach to the labor market assessment included both qualitative and quantitative studies, including key informant interviews (KIIs), focus group discussions (FGDs), and a survey.
