Project Title:
Yearly Third-Party Evaluation of Welthungerhilfe Pakistan Country Programme
The Yearly Third-Party Evaluation of Welthungerhilfe (WHH) Pakistan’s Country Programme aimed to assess the quality, effectiveness, and compliance of WHH’s active projects with its Multi-Annual Country Strategy (MACS) and its MoU with the Government of Pakistan. The evaluation examines WHH’s contribution to national, provincial, and district-level development priorities, reviews programme relevance and operational appropriateness, and analyses progress toward strategic objectives. It covers all active WHH projects in 2024, focusing on programme impact, accountability, quality of results, alignment with the operating context, and lessons learned. The evaluation draws on desk review, stakeholder consultations, and field assessments, including the full evaluation of selected projects in Sindh, Dadu, Mirpurkhas, Peshawar, and Khyber, and desk review of recent evaluations across national and regional projects.
HIMAT Consulting conducted the complete third-party evaluation of WHH Pakistan’s country programme. This included participation in an orientation meeting to agree on scope, timelines, and expectations, followed by the preparation of a detailed inception report and presentation based on WHH’s prescribed format. The team performed an extensive desk review of strategic documents, including the MACS, project reports, donor submissions, annual reports to MoI and EAD, MEAL frameworks, financial reports, previous evaluations, and implementation plans.
HIMAT carried out stakeholder meetings and consultations across national, provincial, and district levels, engaging government counterparts, partner organizations, project teams, and community members. The firm evaluated three projects through desk review and conducted full field evaluations of two major projects—one provincial project in Sindh (including Dadu and Mirpurkhas) and another in Peshawar and Khyber. HIMAT Consulting conducted field teams were hired, mobilized, and supervised by HIMAT, including all logistics, travel, and data collection operations.
The firm synthesized quantitative and qualitative evidence, developed comprehensive findings, identified achievements, gaps, and lessons learned, and provided actionable recommendations for improving programme design and implementation. A complete country programme evaluation report, with annexes and all collected data, was submitted in accordance with WHH requirements and contractual timelines.
