Project Title:

2-Year Project on Developing, Refining, and Implementing Evidence-based Natural Resources Management, Energy, & Agriculture Policies and Strategies. To Mainstream and Promote Cross-cutting Objectives of the European Commission within Pakistan, including Environment and Climate Change, a Rights-based Approach, Persons with Disabilities, Indigenous Peoples, and Gender Equality in all Districts of Gilgit Baltistan

The project was strategically designed to provide comprehensive technical assistance (TA) to the Government of Gilgit-Baltistan (GB) under the auspices of the European Union (EU). Its overarching goal is to foster long-term, inclusive green development that aligns with the EU's commitment to sustainable socio-economic advancement and climate resilience. Specifically, the project aimed to enhance evidence-based policy formulation and institutional capacity building within the GB government, addressing the urgent environmental challenges posed by climate change. 

The initiative encompasses five critical components: 

Irrigation - Focusing on efficient water management practices to optimize agricultural productivity. 

Mountain Agriculture - Aiming to enhance resilient agricultural practices that account for the unique ecological conditions of the mountainous region. 

Disaster Risk Reduction (DRR) - Developing strategies and frameworks to mitigate risks associated with natural disasters, which are increasingly common due to climate change. 

Renewable Energy - Promoting a transition towards renewable energy resources, thereby reducing reliance on fossil fuels and addressing energy needs sustainably. 

Carbon Strategy - Newly incorporated at the request of local stakeholders, this component focuses on developing a carbon management strategy to combat climate change impacts. 


Through a collaborative approach involving consultation with various stakeholders, including government departments and local communities, the project sought to create a knowledge base that informs practical, evidence-based solutions. It is positioned to contribute positively to the region's socio-economic fabric while simultaneously enhancing its environmental governance and resilience capabilities. Policy Development: HCPL aids the Government of Gilgit-Baltistan in the formulation, refinement, and implementation of effective, evidence-based policies. 

This involves researching best practices and contextualizing them to fit local needs and priorities, ensuring that policies are practical and actionable. 


Capacity Building: HCPL is focused on strengthening the institutional capacity of local government bodies and stakeholders. This involves providing targeted training programs, workshops, and technical support designed to enhance the operational effectiveness of departments involved in resource management and environmental governance. 

Research and Analysis: To underpin its policy recommendations, HCPL conducts comprehensive thematic studies and assessments across the relevant sectors. This includes gathering data on local resource management practices, climate impacts, and socio-economic conditions to provide a solid foundation for evidence-based policymaking. 

Stakeholder Engagement: A critical aspect of HCPL’s approach facilitated robust engagement with key stakeholders. This involves organizing consultations and workshops to collect feedback from government representatives, communities, and other relevant organizations, thereby fostering a sense of ownership and collaboration in the project’s execution. 

Monitoring and Evaluation: HCPL establishes a systematic monitoring and evaluation framework to track the progress and impact of implemented strategies. By defining key performance indicators (KPIs), the consulting team ensures that there are mechanisms in place to assess effectiveness, measure outcomes, and adjust strategies as necessary to pursue continual improvement.
