Project Title:
5-Year Organizational Strategy for PPAF
The project involved the formulation and revision of the Pakistan Poverty Alleviation Fund (PPAF) Five-Year Institutional Strategy for the period 2027–2031, informed by a comprehensive assessment of the implementation of the 2021–2026 Strategy. The assignment aimed to reposition PPAF in response to emerging development challenges, evolving national and international policy priorities, and lessons learned from past performance.
The project includes a formative evaluation of PPAF’s strategic goals, thematic programmes, institutional arrangements, and results achieved during 2021–2026. Based on this analysis, the assignment sought to develop a forward-looking, evidence-based strategy supported by an integrated Results Framework, Multi-Annual Actionable Plan, and a robust Monitoring, Evaluation, and Learning (MEAL) Framework. The strategy was designed to strengthen PPAF’s effectiveness in reducing poverty, addressing inequalities, enhancing climate resilience, fostering inclusive development, and mobilising sustainable financial resources, while ensuring alignment with national development frameworks and global commitments such as the SDGs.
HIMAT Consulting (Pvt.) Limited provided comprehensive technical and coordination services for the assessment and formulation of PPAF’s Five-Year Strategy. The firm conducted an in-depth desk review of strategic, programmatic, evaluative, and policy documents related to PPAF’s 2021–2026 Strategy to assess performance, relevance, and impact across thematic and geographic areas. HIMAT facilitated and led structured consultations with PPAF senior management, Board members, government representatives, and key partner organisations to capture institutional perspectives, implementation experiences, and strategic priorities. The firm synthesised qualitative and quantitative evidence to identify key lessons learned, scalable programme models, strategic gaps, and emerging opportunities.
Based on these findings, HIMAT developed a forward-looking 2027–2031 Strategy, including clearly articulated strategic objectives, thematic directions, institutional priorities, and a financing and resource mobilisation approach. The firm also designed an integrated Results Management Framework and Multi-Annual Actionable Plan, along with a comprehensive MEAL Framework to support performance tracking, adaptive learning, and accountability. In addition, HIMAT supported validation workshops, incorporated stakeholder feedback, and prepared final strategy and reporting deliverables for submission to PPAF.
