Project Title:

Baseline Study for "Every Voice Counts" Program (from Umerkot and Mirpurkhas Districts of Sindh)

CARE International Pakistan has initiated the Every Voice Counts (EVC) project, which is funded by the ‘Dialogue and Dissent’ strategic partnership program of the Dutch Ministry of Foreign Affairs. The aims of the project are to contribute to inclusive and effective governance processes in Umerkot and Mirpurkhas districts of Sindh province. In the program district, because of the intervention of the EVC program, marginalized women affected by violence in the form of harmful cultural practices would have adequate access to legal and social spaces to express and register their grievances and have effective linkages with actors influencing decisions related to their rights and legal entitlements. 


The team conducted an inception meeting with the EVC project manager and thoroughly reviewed relevant documents such as the project proposal, theory of change, implementation plan, and MEAL Framework. A mixed research methodology was used for data collection and analysis. The team conducted perception surveys, focused group discussions, and KIIs with relevant district and provincial authorities.
