Project Title:

Baseline Survey for "Radio Education: Promoting Learning through Radio in Isolated Areas of Pakistan" in Balochistan (Loralai district), KP (Swat and Kohistan districts) and Gilgit Baltistan (Diamer and Ghizer districts)

The “Radio Education: Promotion of Learning through Radio in Isolated Areas of Pakistan” project aimed to improve access to quality education in remote and underserved areas using an Interactive Radio Instruction (IRI) approach. Funded by the Ministry of Foreign Affairs and the Italian Agency for Development Cooperation (AICS), the project delivers educational content aligned with SDG 4.7, focusing on Education for Sustainable Development (ESD), Global Citizenship Education (GCED), environmental awareness, and cultural heritage. Radio programmes based on the national curriculum promote activity-based learning in areas affected by limited educational infrastructure, climate-induced disruptions, and recurring emergencies. 

The project strengthens community and institutional resilience by disseminating practical knowledge on climate change, cultural preservation, hygiene, and sustainable practices. It reinforces learning opportunities for children, youth, and adults through teacher training, school gardens, water-harvesting initiatives, and public service messages promoting the right to education. The baseline study provides essential starting values for project indicators, enabling accurate measurement of progress and impact over time while supporting the design of effective radio-based education interventions. 


HIMAT Consulting conducted the full baseline study for the Radio Education project, assessing the existing educational landscape, delivery methods, and community-level readiness for radio-based learning. The team developed the baseline inception report outlining the methodology, sampling strategy, data-collection tools, quality-assurance procedures, and analysis plan. HIMAT implemented mixed-methods fieldwork with children, teachers, families, and community stakeholders to capture baseline values for indicators aligned with the project’s logical framework and M&E requirements. The firm prepared the draft baseline report, including findings, conclusions, recommendations, and an updated Results Matrix with assigned baseline values. 


HIMAT compiled all tools, datasets, and annexes, and delivered a draft presentation of key findings for donor review. Following feedback, the team produced the final baseline report, incorporating refinements to the methodology, analysis, and indicator framework. HIMAT also delivered a final presentation of baseline results for the project’s kick-off meeting, ensuring that the donor, implementing teams, and government stakeholders had a clear and evidence-based foundation for project implementation and monitoring.
