Project Title:
Capacity Mapping & Capacity-Strengthening Plan Development for 30 Partner Organizations of OXFAM Pakistan for Humanitarian and DRR Interventions
The goal of the study was to map Oxfam's and its partners' capacities in Pakistan for disaster risk reduction and humanitarian relief. Interviews and evaluations were used to evaluate Oxfam's capabilities; the results indicated shortcomings in MEAL and emergency response but strengths in strategy and leadership. When partners were evaluated using different techniques, they demonstrated deficiencies in humanitarian standards and emergency preparedness but strengths in financial management and governance. Their ability to respond to emergencies is further impacted by a high staff turnover rate and budgetary difficulties. Even with current resources, a few essential capabilities require enhancement to manage a rising number of calamities.
A semi-structured questionnaire was modelled for all 29 partners of Oxfam. FGDs were conducted with the staff of 21 partners at their premises (one each in DI Khan, Muzafarabad, Badin, and Omerkot, two each in Peshawar, Quetta, and Multan, three each in Karachi and Islamabad, and four in Hyderabad). FGDs were conducted through Skype or telephone with the staff of four partners: Lasoona (Swat), Help (Rajanpur), REED (RY Khan), and PREPARED (Peshawar). Manuals, policies, and SOPs provided by the partners were reviewed. Websites of the partners (which had ones) were also reviewed. Capacity assessment reports were prepared in light of the humanitarian and DRR. Based on the capacity assessment reports, individual capacity development plans were prepared. The capacity assessment reports and capacity development plans were shared with the partners to get their feedback. The reports and plans were finalized based on their feedback.
