Project Title:
Capacity Self-Assessments and Capacity Strengthening Planning of WHH and its 16 Local Partners Throughout Pakistan Regarding the Localization of Humanitarian Programmes at Community Level
WHH Pakistan, through its partnership approach, is working with 16 local partner organizations across Khyber Pakhtunkhwa, Punjab, and Sindh. To strengthen these partners' capacities, WHH commissioned HIMAT Consulting Private Limited (HCPL) to facilitate a self-assessment and capacity development planning study.
Using two tools, Tool A for self-assessment and development planning and Tool B for assessing partnership quality, 17 partners conducted the exercise with HCPL's facilitation. The study found that partners' overall capacity is partly effective, with an average score of 74 out of 100. Strengths include financial management, governance, logistics, administration, HR, MEAL, and participation/networking.
However, lower capacities were noted in organizational sustainability, safety and security, IT, communication, data protection, and gender mainstreaming. While MEAL was generally effective, planning and resources within MEAL were rated lower. Program management in agriculture, nutrition, civil society empowerment, health, education, and protection was also partially ineffective. Partners expressed high satisfaction with WHH, with an average partnership satisfaction score of 4.29 out of 5.
Capacity development plans (CDPs) focused on MEAL, gender mainstreaming, protection, data protection, partnership/networking, communication, organizational sustainability, financial management, and HR. Despite effective ratings in financial management, partners included actions in their CDPs, highlighting the importance of continued improvement in this area. Meetings were held with the relevant WHH staff to understand the scope of the assignment and their expectations. Besides, relevant documents (including the existing capacity assessment toolkit and WHH partnership guide) were obtained from WHH, which the consultant’s team reviewed.
Based on the review of the documents, the team drafted the Inception Report for the assignment. The team developed a capacity self-assessment tool, facilitated the partners’ capacity self-assessment, formulated preliminary analysis and presentation of findings, and provided capacity development plans.
