Project Title:
Development of a Five-Year Strategic Plan and M&E Framework across Pakistan
The National Integrated Development Association (NIDA-Pakistan), a non-religious, non-political, non-profit organization founded in 1998, has traditionally practiced 5-year strategic planning. However, due to the COVID-19 pandemic and subsequent emergency response and rehabilitation efforts, NIDA decided to extend its planning cycle to a 7-year period (2024-2030) to better align with the Sustainable Development Goals (SDGs) 2030. Recognizing the shortcomings of the previous strategic plan, which lacked a resource mobilization and detailed implementation plan, NIDA aimed to address these gaps in the new plan to enhance implementation and progress tracking.
To develop this new strategic plan, NIDA conducted a comprehensive review of its performance against the previous plan and assessed the current context of its program areas in December 2023. They engaged HIMAT Consulting Private Limited (HCPL), an Islamabad-based firm, to facilitate the strategic planning process. The process involved multiple steps, including a review of the previous plan, consultations with NIDA’s leadership, document reviews, PESTEL and SCOT analyses, organizational capacity and stakeholder assessments, and resource gap analysis.
The resulting strategy document for 2024-2030 incorporates insights and inputs from these analytical processes, ensuring a robust framework for achieving NIDA’s objectives. A step-by-step process was followed to develop this comprehensive strategic plan for the period 2024-2030. Organisational Capacity Assessment of NIDA The Organizational Performance Index tool was used to assess NIDA-Pakistan's capacity and performance as it enters a new strategic phase.
This assessment, based on the objectives from 2015-2023, evaluated NIDA in effectiveness, efficiency, relevance, and sustainability. The study found that NIDA has evolved efficiently and sustainably, mobilizing resources effectively and ensuring project outcomes are relevant to target populations. However, there is a need to improve learning from project implementation and enhance the measurement and analysis of outcome-level results. PESTEL Analysis The PESTEL analysis framework was employed to comprehensively analyse the environment in which NIDA-Pakistan operates as a community-driven development service provider.
This analysis, conducted with NIDA's senior management during a two-day strategic planning workshop, forms the foundation for NIDA’s new organizational strategy for 2024-2030. Covering the current situation as of December 31, 2023, and anticipated opportunities for the next seven years, the PESTEL framework guided the development of relevant social and economic projects and services included in the Strategic Plan.
