Project Title:
Development of a Result Framework and Result-Based Management Training for GBRSP Management (Gilgit Baltistan)
The Gilgit-Baltistan Rural Support Programme (GBRSP), through its Monitoring, Evaluation, Research, and Learning (MERL) section, is committed to strengthening programme performance by establishing structured, evidence-driven management systems. To further institutionalize results-focused planning and implementation, GBRSP initiated the development of a comprehensive Results Framework and Results-Based Management (RBM) training for senior management and thematic leads. The objective of this initiative was to equip GBRSP leadership with the tools, skills, and frameworks necessary to design, monitor, and manage programs based on measurable results.
This included clarifying the logical pathways of change, defining indicators, aligning programme outcomes with strategic objectives, and establishing a system that supports performance monitoring, learning, and accountability. The project also aimed to enhance the internal capacity of GBRSP teams in RBM principles—such as theory of change development, indicator formulation, target setting, data utilization, and adaptive management—so that programme decisions are consistently grounded in evidence. Through structured Results Framework and RBM orientation, GBRSP sought to improve programme quality, efficiency, and the effectiveness of investments across development sectors in Gilgit-Baltistan.
HIMAT Consulting provided end-to-end technical assistance for the development of GBRSP’s organizational Results Framework and delivered customized RBM capacity-building sessions for the management team.
Key services included:
1. Development of the Organizational Results Framework Conducted a detailed review of GBRSP’s strategic documents, thematic programme objectives, and existing MERL structures. HIMAT Consulting facilitated sessions with programme leads to identify strategic outcomes, intermediate results, outputs, indicators, and assumptions.
HIMAT Consulting developed a comprehensive Results Framework linking GBRSP’s mission with programme-level results, clear indicators, baselines, and measurable targets.
2. Formulation of Indicators and Measurement Tools Designed performance indicators aligned with national development priorities and international RBM standards. Proposed data sources, indicator reference sheets, and measurement protocols to ensure consistent monitoring.
3. Delivery of Results-Based Management (RBM) Training Designed and conducted RBM training tailored for GBRSP’s senior management, MERL staff, and thematic managers. Covered RBM concepts including Theory of Change, logical frameworks, indicator design, performance tracking, monitoring tools, adaptive management, and learning cycles. HIMAT Consulting provided practical exercises and case-based learning to strengthen internal capacity for implementing results-oriented programming.
4. Strengthening MERL Decision-Making Processes Supported GBRSP in integrating RBM principles into programme planning, monitoring systems, and reporting structures. Enhanced the capacity of managers to use evidence, performance data, and learning for strategic decision-making.
5. Knowledge Product Development and Institutional Support Developed training materials, facilitator guides, and templates to be used by GBRSP for future RBM capacity-building.
