Project Title:
Development of Monitoring & Evaluation (M&E) Plan for Disaster Risk Reduction Initiative in Khyber Pakhtunkhwa
Pakistan faces recurrent natural and human-induced disasters due to its geographical exposure, climatic vulnerabilities, and weak disaster management systems. Although significant policy-level advancements have been made—such as the establishment of national, provincial, and district disaster management authorities—practical implementation of Disaster Risk Reduction (DRR) frameworks remains limited. To address these gaps, a comprehensive DRR advocacy strategy was developed to influence people, policies, systems, and structures, particularly those in government and decision-making positions, to prioritize DRR at national and local levels.
The initiative aimed to strengthen the overall enabling environment for DRR in Pakistan by promoting contemporary DRR concepts, conducting analysis of existing national and international frameworks, and identifying gaps, bottlenecks, and opportunities. The strategy aligned with global DRR priorities and placed strong emphasis on gender, social inclusion, and the unique vulnerabilities of children, persons with disabilities, minorities, and marginalized communities. The project articulated advocacy priorities, stakeholder engagement mechanisms, partnership models, and capacity-building actions needed to advance DRR as a development priority. It guided institutions, policymakers, civil society, and community networks in strengthening governance, improving risk information systems, reducing underlying risk factors, and building multi-sectoral alliances for sustained DRR integration across Pakistan. Himat Consulting supported the development and implementation of the DRR advocacy strategy through a structured series of short-, medium-, and long-term interventions, aimed at influencing institutions, communities, and policymakers to adopt and prioritize DRR-sensitive approaches. Short-Term Contributions Led advocacy and resource-mobilization efforts to ensure adequate allocation of funds for DRR-related capacity-building and institutional strengthening. HIMAT Consulting facilitated coordination mechanisms across government departments, NGOs, and private-sector stakeholders to promote investment in DRR integration.
HIMAT Consulting supported the creation of an advocacy alliance to influence decision-making bodies, government departments, and parliamentarians to enforce legally binding DRR screening for public and private development projects. Engaged media outlets, civil society organizations, and networks to enhance public awareness and mobilize pressure for DRR-sensitive policy reforms. Ensured meaningful inclusion of vulnerable groups—women, children, elderly people, minorities, and persons with disabilities—through participatory design of DRR advocacy initiatives. Medium-Term Contributions Strengthened the institutional capacity of FDMA, PDMA, and sectoral departments through training on DRR mainstreaming, DRR-sensitive programming, and policy advocacy. HIMAT Consulting facilitated engagement with policymakers and legislators to promote risk-informed development planning at national, provincial, and district levels. HIMAT Consulting supported government departments in accessing and mobilizing dedicated funds for sustained DRR and preparedness actions. HIMAT Consulting organized and activated multi-stakeholder forums, DRR coordination clusters, and inter-agency groups for information sharing and collaborative planning. Mobilized media and CSOs for continuous advocacy on DRR financing, preparedness, and risk-reduction programming.
