Disability Inclusive Baseline Study of "Strengthening Support Mechanisms to End Violence Against Women and Girls with Disabilities in Two Districts of Punjab" (Multan and Muzaffargarh)

To address the issue of violence against women and young girls (with a special focus on women and girls with disabilities), CBM Country Office Pakistan has initiated a project with a goal to end VAWG with disabilities in two districts (i.e., Multan and Muzaffargarh) of Punjab province. The project was titled “Strengthening Support. Mechanisms to end violence against women and girls with disabilities in two districts (Multan and Muzaffargarh) of Punjab province”.

It was financed by UN Women through the United Nations Trust Fund to End Violence Against Women (UNTF), with total financial outlay of USD 892,641. The project spanned over a period of 3 years started on December 1, 2019 and ended on November 30, 2022. Co-implementing partners of the project included CBM and the Pakistan Country Office, while Bedari, a Pakistani women’s rights organization, was acting as a local partner. The baseline study focused on gathering information to set up an accurate baseline data against the project indicators at outcome and output levels.

The purpose of the baseline study was to determine quantitatively and qualitatively the current situation in relation to the main elements of the project (violence against women and girls with and without disabilities, existing protection mechanisms at the community level, and support available to survivors). To establish a baseline against each indicator at outcome and output levels To have comprehensive information useful for project process monitoring and assessing impact after project completion To provide information on the understanding of violence against women and girls with and without disabilities To provide input for the strategic planning of CBM, partners, and other stakeholders in the context.

HIMAT Consulting held a meeting with Bedari, CBM Pakistan, and CBM International Office Management to get their feedback and extract key findings from the review. HIMAT Consulting drafted the inception report and finalized it as per the feedback of the management team.

HIMAT Consulting developed data collection tools, including questionnaires and surveys. HIMAT Consulting developed methodology to collect additional required information through qualitative data collection tools (FGDs and KIIs). HIMAT Consulting prepared the FGD, KII guide, and detailed work plan for field data collection and compilation. HIMAT Consulting conducted FGDs in the target districts with farmers and KIIs with relevant officials from public and private sector organizations. HIMAT Consulting recruited and trained the data collection team.

HIMAT Consulting conducted interviews and surveyeded potential participants and stakeholders.
