Project Title:

Do No Harm/Conflict & Gender Analysis for "Building Resilience through Improved Food and Nutrition Security in Khyber Pakhtunkhwa, Punjab and Balochistan"

The “Do No Harm” Gender and Conflict Analysis, commissioned by Welthungerhilfe (WHH), aimed to examine how gender dynamics, power structures, and conflict sensitivities shape food and nutrition security outcomes in WHH’s programme areas across Khyber Pakhtunkhwa, Punjab, and Balochistan. 

The study identifies potential risks, barriers, and unintended consequences within community structures, household decision-making, access to resources, and service delivery mechanisms. It assesses how existing interventions influence social cohesion, inclusion, and gender equity, and provides insights into vulnerabilities emerging from economic stress, climate shocks, local disputes, and cultural practices. 

The objective is to generate actionable evidence that was intended to guide WHH in designing conflict-sensitive, gender-responsive, and contextually relevant FNS programming that avoids harm, strengthens community resilience, and promotes equitable participation for women, men, youth, and marginalized groups. 


HIMAT Consulting carried out the end-to-end implementation of the Gender and Conflict “Do No Harm” analysis across WHH intervention districts. Services included conducting a structured desk review, preparing methodological frameworks, and developing qualitative tools aligned with WHH’s requirements. 

HIMAT led comprehensive fieldwork by organizing and facilitating FGDs with men, women, and youth, and conducting KIIs with government line departments, community leaders, health workers, local organizations, and project staff across all target districts. The team gathered evidence on gender roles, conflict triggers, access to food systems, coping mechanisms, governance, and service delivery barriers. 

HIMAT ensured rigorous data quality through trained facilitators, standardized checklists, and daily field supervision. All qualitative data, including transcripts, field notes, community-level insights, and thematic observations—were compiled, cleaned, and synthesized using a structured analytical framework. 


The firm produced district-wise and cross-district findings, developed risk matrices, and provided clear, actionable recommendations for WHH on gender mainstreaming, conflict sensitivity, social cohesion, and resilient food and nutrition practices. HIMAT prepared the full study report, incorporating feedback from WHH, and ensured that all analysis adhered to Do No Harm principles and WHH’s operational standards.
