Project Title:
End of Project Evaluation of “Promoting and Protecting the Welfare of Women and Girls” Project in Islamabad, Punjab, Balochistan, and KP funded by the British High Commission
This independent end-of-project evaluation is undertaken to assess and evaluate the progress made by the PPWWG in achieving the OSP objectives and predefined project indicators and targets. The evaluation includes a review and analysis of the program and project documents and data collected from interviews with the various stakeholders, including but not limited to OS partners, the project team, donor representatives, and project beneficiaries, including community members, lawyers and prosecutors, police officers, media persons, child trainers, and other representatives from the state machinery and CSOs who have been involved in or associated with the project.
This evaluation aimed to assess the progress made and the lessons learned in the project against the overall objective of increased awareness and buy-in of women and girls’ rights (including girls from religious minorities’ rights) by law and policymakers, justice actors, civil society, media, communities, children, and youth in Pakistan in a more conducive environment for civil society and media to a) exercise their civil and political rights and b) promote gender equality and act against SGBV.
This report has analyzed the intended impact of the project, which foresees that Pakistan becomes a more open society in which women and girls’ rights, including girls from religious minorities’ rights, are better promoted and protected through an increased partnership between the state and civil society and the media's ethical and quality support in line with SDGs 5 and 16.
HIMAT Consulting held an introductory and inception meeting with the GDP project team to understand the expectations, scope of work, and identifying documents needed for review. The evaluation team has critically reviewed the program design theory of change and reported results to assess how far the project activities and the resulting inputs have achieved the intended outputs, outcomes, and project’s ultimate objective. The evaluation has further analyzed and assessed the extent and depth of the project’s impact, as per the evaluation matrix, through a series of primary data collection activities.
Conducting IDIs with the stakeholders and beneficiaries using detailed questionnaires and interview guides developed and approved by GDP. Primary data collection tools (IDI Guide and FGD Guide) were developed. The evaluation team inquired about the profiles of the beneficiaries and the content developed and delivered in the workshops conducted with the various stakeholders, including police personnel, caregivers, judges, lawyers and persecutors, and the communities.
After an extensive review of project documents and reports, the team has established credible findings for the study, which are presented in the evaluation reports after triangulation and analysis of data and information collected from primary sources.
