Project Title:
End-of-Project Evaluation of the Aga Khan Foundation and Aga Khan Planning and Building Services, Pakistan’s “Promoting Integrated Mountain Safety in Pakistan” Project in North Pakistan (Chitral, Ghizar, Diamer, Ghanche, Skardu, Shigar, Kharmang)
The Aga Khan Foundation and Aga Khan Planning and Building Services implemented the “Promoting Integrated Mountain Safety in Pakistan” project in the northern districts of Gilgit-Baltistan and Khyber Pakhtunkhwa to reduce the negative impacts of natural disasters and climate change on the communities in these areas.
This project aimed to improve the capacity of institutions and infrastructure to mitigate the economic and social consequences of hazards such as earthquakes, tsunamis, floods, landslides, cyclones, droughts, glacial lake outburst floods, and avalanches. The region is particularly susceptible to these types of disasters due to its high elevation and slopes in the Himalayan and Karakorum ranges, which can lead to flash floods in the lower areas and glacial lake outburst floods in the upper areas. The purpose of the end-of-project evaluation for the Promoting Integrated Mountain Safety in Pakistan project was to determine the effectiveness of the program in achieving its goals. The evaluation assessed the progress and results of the program, as well as the sustainability of the benefits it provided. It also examined the strengths and weaknesses of the approaches used in the project. The evaluation aimed to determine the quality and progress of the program’s services and intended outputs and to assess the extent to which the project contributed to the targets agreed upon with the donor. The project was funded by the National Disaster Risk Management Fund, a non-profit government organization. The project was implemented in six districts of Gilgit-Baltistan (Hunza, Gilgit, Skardu, and Ghanche) and Khyber Pakhtunkhwa (Mansehra and Chitral).
HIMAT Consulting held a meeting with AKF and extracted key findings from the review. HCPL drafted the inception report and finalized it as per the feedback of the GRC team. HIMAT Consulting developed data collection tools (questionnaires, surveys, FGD, and KII guides). HIMAT Consulting recruited and trained the data collection team. HIMAT Consulting held FGDs and KIIs with potential participants and stakeholders. HIMAT Consulting conducted data quality assurance through field monitoring visits while collecting primary data. Qualitative data was analyzed with NVivo software. Quantitative data was processed in MS Excel and SPSS. HIMAT Consulting validated data quality while receiving data daily through Kobo online data collection tools. HIMAT Consulting analyzed of the data and present the findings to AKF/AKAH. HIMAT Consulting drafted the end of the project report and finalized it based on the feedback of AKF and AKAH.
