Project Title:

End of Project Evaluation of the Punjab Cataract Programme (Adults & Children)

CBM’s Punjab Cataract Programme (P3355). The project spanned over a period of three years, from April 2016 to March 2019, and was implemented by the College of Ophthalmology and Allied Vision Science (COAVS). The overall objective of the project was to reduce the burden of avoidable blindness and visual impairment due to cataracts in Punjab province, Pakistan, and thus improve people’s quality of life in this region. 


The main purpose (objective) of the evaluation was to evaluate the project on the criteria of relevance, efficiency, effectiveness, impact, and sustainability. It has also studied the transversal topics of child safeguarding, gender, and disability inclusion as mandatory components of all CBM projects. In addition, the study has made recommendations for adjustments in the design and implementation plan of the current program as well as for informing the planning process of the new eye health projects to be implemented by CBM from 2019 onwards. The specific objectives were: Evaluate the ways the project has contributed to improving the quality of life of the people who have benefited from it and of people with disabilities. HIMAT Consulting analyzed the strengths, weaknesses, opportunities, and threats (SWOT) of the project. 


HIMAT Consulting developed clear recommendations aligned with the Development Assistance Committee (DAC) criteria. Generate an opportunity for learning for both the COAVS and CBM, as well as the institutions participating in the project. Assess the achievement of core objectives, outcomes, and impact as mentioned in the project log frame matrix and the standards set in the CBM Cataract Manual. HIMAT Consulting held a meeting with CBM and extracted key findings from the review. HIMAT Consulting drafted the inception report and finalized it as per the feedback of the CBM team. 


HIMAT Consulting developed data collection tools (questionnaires, FGD, and KII guides). HIMAT Consulting recruited and trained the data collection team. HIMAT Consulting held FGDs and KIIs with doctors and partner team members. HIMAT Consulting conducted data quality assurance through field monitoring visits while collecting primary data. 

HIMAT Consulting validated data quality while receiving data daily through Kobo online data collection tools. HIMAT Consulting analyzed of the data and present the findings to CBM. HIMAT Consulting drafted the end of the project report and finalized it based on the feedback of CBM.
