Project Title:
Evaluation of Emergency Lifesaving and Recovery Assistance for Flood-Affected Population in Dadu, Badin, Mirpurkhas and Umerkot in Sindh, Pakistan
Norwegian Church Aid (NCA) implemented an emergency response programme to provide lifesaving and early recovery support to flood-affected populations in Pakistan. The intervention aimed to assist highly vulnerable households through multi-sector support, including shelter, WASH, hygiene promotion, cash assistance, food security, mosquito nets, and access to essential health services. The project focused on restoring dignity, meeting immediate humanitarian needs, and supporting communities in their transition toward recovery.
The external evaluation was initiated to assess the overall performance, relevance, effectiveness, efficiency, impact, and sustainability of the response, and to document lessons learned and best practices that would strengthen future humanitarian programming.
HIMAT Consulting carried out a complete independent evaluation of NCA’s emergency flood response programme. The team conducted a thorough review of project documents, held consultations with implementing partners and community stakeholders, and implemented mixed-methods fieldwork across targeted districts.
HIMAT assessed the programme’s performance against established humanitarian criteria, evaluated the quality and appropriateness of shelter, WASH, cash, and health interventions, and reviewed accountability mechanisms and targeting processes.
The firm analyzed quantitative and qualitative data, examined the programme’s contribution to meeting urgent needs, and identified gaps, challenges, and opportunities for strengthening future responses. HIMAT produced the inception report, data-collection tools, draft and final evaluation reports, and facilitated a debriefing session with NCA and partners to present key findings, lessons learned, and actionable recommendations for improving programme quality and resilience-building in similar emergencies.
