Project Title:
External Evaluation on Behalf of Welthungerhilfe for WHH Country Office
Welthungerhilfe (WHH) commissioned an independent external evaluation to assess the overall performance, quality, and operational effectiveness of its project ending on 28 February 2024. The evaluation sought to generate comprehensive insights into the project’s achievements, challenges, gaps, and community-level perceptions. It assesses the project’s design and implementation against log frame targets, quality benchmarks, accountability standards, timeliness, and transparency. The evaluation also examines the effectiveness of feedback and complaint response mechanisms (FCRM) and other accountability components.
A core purpose of the assignment is to capture lessons learned, best practices, and forward-looking recommendations that was intended to guide WHH in improving similar interventions in the future while strengthening learning and accountability across the organization.
HIMAT Consulting served as an independent evaluator, delivering the complete external evaluation of WHH’s project. The firm prepared a detailed inception report outlining the evaluation design, methodology, tools, and schedule, including an evaluation matrix and draft data-collection instruments. HIMAT conducted fieldwork across target locations, collecting both quantitative and qualitative data through interviews, FGDs, consultations, and site observations.
After completing the field mission, HIMAT facilitated a debriefing session to present preliminary findings and recommendations through debriefing notes and a PowerPoint presentation. The team produced a comprehensive draft evaluation report (25–35 pages) including findings, conclusions, the WHH Management Response Matrix, the Programme Assessment Checklist, and all required annexes.
HIMAT revised the report based on WHH’s feedback and submitted the final approved version. A two-page summary report was also developed, capturing key findings, methodology, and recommendations. Additionally, HIMAT submitted 5–10 captioned photos documenting interviews, discussions, and field visits, ensuring informed consent procedures were followed.
Throughout the assignment, the firm maintained close coordination with WHH, adhered to reporting timelines, and ensured high-quality, evidence-based evaluation outputs.
