Project Title:

Final Evaluation of SRSO's Project "Integrated Emergency Health, Protection, and WASH Response for Vulnerable Flood Effected Communities in Sindh Province of Pakistan"

SRSO played a critical role in reducing poverty, particularly through organizing local communities and improving their management and technical skills. It established a connection between the communities and relevant stakeholders, thereby instilling a sense of ownership within the community members. SRSO was responsible with the responsibility of creating a network of community organizations at the grassroots level throughout Sindh province. Beyond its primary mission, SRSO also functions as a humanitarian agency, focusing on responses to natural disasters and situations of emergency. It capitalizes on the communities' inherent strengths to support and empower individuals during crises, thereby contributing to effective disaster management and emergency response. 


SRSO implemented the 'Integrated Emergency Health, Protection, and WASH Response for Vulnerable Flood-Affected Communities in Sindh Province of Pakistan', a project funded by the German Federal Ministry of Foreign Affairs (AA). The project planned to rehabilitate five health facilities by carrying out minor repairs, providing essential furniture, and providing accessible WASH facilities; however, only two health facilities were rehabilitated in Khairpur. The reason for not achieving the target was that PPHI adopted the remaining three health facilities in Mirpur Khas through a public-private partnership with the Sindh Government. 


The evaluation noted that comprehensive training built service providers’ skills and knowledge on safe deliveries and maternal healthcare. The equipment and supplies also strengthened their ability to better serve mothers and babies in emergencies. 


HCPL Methodology utilized a mixed-methods approach for this external evaluation. Desk Review HCPL undertook a comprehensive desk review as part of the evaluation process, examining a range of project documents, including the project proposal, project first interim report, and beneficiary data, to gain a holistic understanding of the program’s context, progress, and outcomes. Inception Report HCPL developed a detailed inception report. The proposed outline of the report was as follows: Updated evaluation framework methodology Sampling strategy: sample size and sampling technique Tools for data collection Data collection and analysis process Reporting Timeline/work plan Team composition Research ethics and protocols for this study Data collection tools and sampling methods Data Management and Quality Assurance Data Processing Data Entry, Cleaning, and Analysis Data was collected using the KOBO offline and online tools. Later, the data was sorted, and cleaning was done in MS Excel using filter and validation checks to minimize the errors in uploaded entries. Survey data was analyzed in MS Excel and SPSS while analyzed with NVivo. 

Report Drafting Based on the analysis of the primary and secondary data, HCPL drafted this version of the evaluation report. The draft report was shared with the assignment manager of SRSO and the country director of MI for their review and feedback. Final Report: This final report was developed after the incorporation of feedback from SRSO and MI. The final report is presented with a coherent and well-structured analysis, including conclusive findings and conclusion recommendations.
