Project Title:
Formulation of Capacity Development Strategy for ZME Pakistan Partners
The global programme “Centres for Migration and Development (ZME)”, implemented by GIZ on behalf of BMZ, aimed to promote safe, regular, and mutually beneficial migration. Through country-level Centres embedded in national systems, the programme provides counselling on regular labour migration, supports reintegration of returnees, and strengthens partner institutions to manage the entire migration cycle effectively.
In Pakistan, ZME works closely with the Ministry of Overseas Pakistanis & Human Resource Development (MoOPHRD) and its affiliated bodies—including OPF, OEC, and BEOE—to enhance governance, improve overseas employment processes, and promote gender-responsive and inclusive migration frameworks. To sustain and strengthen these efforts, ZME Pakistan requires an updated Capacity Development Strategy that responds to evolving migration challenges, strengthens institutional capacities, and guides partner support between 2025–2027.
HIMAT Consulting conducted a comprehensive assessment of capacity needs across ZME partner institutions—including MoOPHRD, OPF, OEC, and BEOE—through document review, stakeholder consultations, and institutional analysis. The team developed a structured, multi-level Capacity Development Strategy covering individual, organizational, and systemic capacities, fully aligned with ZME’s thematic priorities of regular migration, regional mobility, and reintegration. HIMAT facilitated the kick-off meeting, prepared detailed minutes, and engaged with GIZ and government stakeholders to validate needs, identify gaps, and propose actionable capacity-building measures.
The firm drafted the full Capacity Development Strategy, integrated gender and inclusion considerations, and designed a practical Implementation Plan with timelines, responsibilities, and resource requirements. A final, refined strategy document was submitted incorporating all feedback and ensuring alignment with ZME’s 2025–2027 programme objectives.
