Project Title:
Impact Evaluation of Wheat Seed Distribution under the 2022 Flood Contingency Plan for Balochistan
The Growth for Rural Advancement and Sustainable Progress (GRASP) initiative, a six-year program funded by the European Union and led by a consortium led by the International Trade Centre, is dedicated to driving positive change in rural regions of Pakistan. By targeting 96 union councils across 22 districts in Balochistan and Sindh provinces, GRASP aimed to alleviate poverty and foster sustainable economic growth. Through focused interventions in specific value chains like livestock and horticulture, the project employs a multifaceted approach. This includes bolstering the rural business environment, enhancing product quality and production, and refining value chains to enhance marketability.
The initiative's alignment with key Sustainable Development Goals (SDGs) reinforces its significance, contributing to poverty eradication, hunger reduction, gender equality, economic growth, and climate action. In the aftermath of devastating floods, the Pakistan Poverty Alleviation Fund (PPAF) responded with timely assistance through the GRASP program. By distributing certified wheat seed to flood-affected farmers, PPAF, supported by the International Trade Centre and the EU, aimed to revitalize livelihoods in regions such as Kech, Panjgur, Pishin, and Zhob. To evaluate the impact of this initiative, an assessment was undertaken, focusing on diverse aspects such as wheat seed utilization, yield increase, disease resistance, food security improvement, household income enhancement, and future demand projection. This evaluation not only sheds light on the outcomes of the seed distribution effort but also plays a pivotal role in refining strategies for recovery and sustainable development in flood-impacted areas. HCPL has undertaken a comprehensive and methodologically robust approach to assess the outcomes of the seed distribution initiative in the flood-affected areas. Employing a mixed methodology, HCPL has harnessed various data collection methods to ensure a thorough and accurate evaluation of the project's impact.
The cornerstone of their methodology is the household survey, meticulously designed to gather detailed information from farmers who received the certified wheat seed. By delving into factors such as cultivated land size, cultivation timing, specialized sowing methods, and irrigation and fertilizer requirements, this survey offers valuable insights into how the distributed seed was utilized and how it influenced the farmers' wheat cultivation practices.
In addition to the survey, HCPL recognized the importance of contextual understanding and stakeholder perspectives. Through Key Informant Interviews (KIIs), HCPL engages with pertinent project staff from PPAF, the implementing partner organization, and other stakeholders involved in the initiative.
This qualitative approach provides a deeper exploration of the project's planning, execution, monitoring strategies, challenges faced, and 4 lessons learned. By combining these interviews with secondary data analysis of government documents and project reports, HCPL ensures a comprehensive assessment that factors in both quantitative and qualitative dimensions.
This mixed methodology approach enhances the credibility of the study's findings, fostering a comprehensive evaluation of various aspects, such as disease resistance, crop performance, food security improvement, and changes in household income, thereby illuminating the multifaceted impact of the seed distribution initiative.
