Impact Story Booklet for Children Global Networks' ILMPOSSIBLE Program: Take a Child to School (TACS) Program funded by British Council
ILMPOSSIBLE - Take a Child to School (TACS) Programme Implementing Organization: British Council Strategic Partners: CGN Pakistan, School of Leadership Foundation, LMKT Funding and Support: 48 implementing partners Community Mobilization: CGN Pakistan leads the mobilization and capacity building of Mohalla Committees and District Task Forces. Volunteer Training and DOSTI Programme: School of Leadership trains volunteers and implements the DOSTI programme to promote a child-friendly school environment. Third-Party Monitoring: LMKT conducts independent monitoring of the programme activities Pakistan faces a severe education crisis, with 22.8 million children aged 5–16 out of school—44% of the total population in that age group.
The situation is especially critical for girls in marginalized districts of Sindh and Balochistan. In response, the ILMPOSSIBLE: Take a Child to School (TACS) Programme was launched by Children's Global Network Pakistan (CGN-P), in collaboration with the British Council and Educate a Child (EAC), to improve school enrolment, attendance, retention, and learning conditions across under-served districts. The programme mobilized communities by forming Mohalla Committees (MCs)—groups of youth volunteers, parents, teachers, religious influencers, and local leaders—to identify out-of-school children, address barriers to schooling, engage with government institutions, and lead Self-Help Initiatives (SHIs). These committees conducted enrolment campaigns, organized parental awareness sessions, mapped missing facilities, managed co-curricular activities, and mobilized resources to improve school infrastructure and learning environments.
District Task Forces (DTFs) complemented this work by bridging gaps between communities and education departments. Community Structures: Established 556 Mohalla Committees and 55 District Task Forces. Volunteer Engagement: Mobilized 15,923 volunteers to sensitize communities about children's right to education and support self-help initiatives (SHIs) for missing facilities. Capacity Building: Trained volunteers, trainers, Mohalla Committees, and District Task Forces, resulting in effective delivery of programme objectives. School Enrolment and Retention: Surpassed targets for enrolling out-of-school children and ensuring their retention in schools.
Access to Resources: More than 40,000 individuals gained access to clean water, 8,000+ improved sanitation facilities, and 2,000+ received clean energy. Entrepreneurship Training: Trained 250+ individuals in entrepreneurship, leveraging $620,000 for over 29 enterprises. Agricultural Support: Benefited 3,000+ farmers through 165 producer groups, enhancing output for 30,000+ via improved techniques and infrastructure. Food Security Research: Concluded three vital food security research projects.
