Project Title:
Labor Market Analysis for Skills Development of Youth, and Finalization of Trades for Vocational Skills Trainings in (Thatta, Badin, Sujawal and Jamshoro district in Sindh)
The market analysis was undertaken to understand the aspirations, interests, and constraints faced by diverse youth groups—including men, women, persons with disabilities, transgender individuals, and illiterate youth—in Bhambore Division of Sindh. The study analyzed the availability, accessibility, and capacity of public and private Training Service Providers (TSPs) to offer market-relevant vocational and technical trades, ranging from traditional skills to high-tech avenues. It also examined the labour market demand across value chains and industries, highlighting opportunities for employability, enterprise development, and income generation for youth. The analysis focused on identifying gaps between the skill sets of target youth and the requirements of local industries, mapping TSPs capable of delivering priority trades, and assessing the feasibility of linking trained youth with job markets or entrepreneurial opportunities.
Through a value chain lens, the study reviewed the behaviour of key actors—producers, aggregators, wholesalers, retailers, and consumers—to understand market dynamics, cost structures, risks, and income potential within each prioritized trade. The study was conducted in four districts of Bhambore Division: Thatta, Sujawal, Badin, and Jamshoro. The findings aimed to provide the program management team with a clear picture of demand-driven, high-potential technical trades suitable for different youth segments in urban and peri-urban areas.
The study also informed the identification of training gaps, enterprise development opportunities, certification needs, enabling and supporting environments, and policies or regulatory constraints that influence youth employability.
HIMAT Consulting delivered comprehensive technical and operational support for the market analysis across the four districts of Bhambore Division. The team carried out the assignment through a structured and research-driven approach, including the following key services: 1. Engagement, Planning, and Inception Phase Conducted initial consultations with RDF to understand expectations, refine the scope, and extract key findings from project documents.
HIMAT Consulting prepared a detailed inception report outlining the methodology, sampling strategy, tools, workplan, and data collection approach, and finalized it based on RDF’s feedback. 2. Tool Development and Enumerator Preparation Designed all qualitative data collection tools, including questionnaires, FGD guides, and KII protocols for youth, TSPs, local industries, and community organizations.
HIMAT Consulting recruited and trained the field data collection team on research tools, ethical considerations, interviewing techniques, and the value chain approach. 3. Fieldwork, Data Collection, and Quality Assurance Oversaw qualitative data collection across Thatta, Sujawal, Badin, and Jamshoro, ensuring representation from diverse youth groups and market actors. HIMAT Consulting conducted field monitoring visits to validate data collection practices, ensure adherence to guidelines, and verify contextual insights. HIMAT Consulting performed daily quality checks on KOBO-collected data, identifying gaps, verifying entries, and implementing corrections to ensure reliability. 4. Data Analysis and Findings Consolidation Analyzed qualitative data to identify market demand, trade prioritization, value chain bottlenecks, employability options, and training gaps. HIMAT Consulting mapped and assessed TSPs for their capacity, certification affiliations, geographic accessibility, and ability to deliver prioritized trades. 5.
