Project Details.

This project aimed to conduct a comprehensive Labour Market Assessment in Balochistan and Gilgit Baltistan to support the Technical and Vocational Education and Training (TVET) sector. The objective is to identify existing demand and supply gaps within various industries and sectors, enabling the design and delivery of demand-driven, gender-responsive vocational training programs. The assessment focuses on sectors with growth potential, including manufacturing, construction, hospitality, textiles, agriculture, renewable energy, health, and more. 

The study employs a mixed-methods approach, integrating both quantitative (Employer Skills Surveys) and qualitative (Key Informant Interviews and Focus Group Discussions) data collection techniques to capture market dynamics, industry skill requirements, and opportunities for gender inclusion. 

The findings informed strategic reforms and interventions within the TVET system, aligning vocational training with labor market demands. 

Stakeholder Engagement: Conducted consultative meetings with NAVTTC and industry departments in Balochistan and Gilgit Baltistan. Engaged with government officials, employers, and industry representatives. 

Research Design & Planning: Developed inception reports reflecting study methodology, data collection plans, and tools. HIMAT Consulting designed quantitative and qualitative data collection instruments (questionnaires, FGD, and KII guides). Data Collection: Recruited and trained enumerators for field data collection using KOBO Connect for real-time data capture. 

HIMAT Consulting conducted Employer Skills Surveys across industrial zones, economic zones, and informal clusters. HIMAT Consulting held Focus Group Discussions with TVET graduates and Key Informant Interviews with stakeholders. 

Data Quality Assurance: Implemented rigorous field monitoring, data validation, and daily data quality checks. Utilized SPSS and NVivo for comprehensive data analysis. 

Data Analysis and Reporting: Analyzed labor market trends, employment projections, and skills gaps. 

HIMAT Consulting drafted and finalized the Labour Market Assessment Report incorporating stakeholder feedback. HIMAT Consulting delivered presentations to key stakeholders, including NAVTTC, TEVTAs, PSDA, and PVTC. Compliance and Data Security: Adhered to international and local data protection standards. Ensured informed consent, confidentiality, and secure data handling throughout the project.
