Project Title:

Labour Market Assessment of Sindh

Recognizing the importance of skills development for economic growth, global competitiveness, and adapting to evolving labour market needs, the Government of Pakistan is undertaking major reforms of the Technical and Vocational Education and Training (TVET) system. Since 2011, the TVET Sector Support Programme (SSP) has supported the implementation of these reforms. 

A comprehensive labour market assessment of Sindh is required to identify growth sectors, high-demand occupations, gender-responsive training opportunities, future skills needs, and district-level employment patterns. 

The assessment was intended to guide the prioritization and revision of National Vocational Qualifications (NVQs) and inform policymakers and TVET institutions to strengthen training relevance and employability outcomes. HCPL conducted initial planning and consultative meetings with NAVTTC and industry departments in Sindh to confirm data availability, refine the study design, and finalize analytical priorities. 

An inception report was prepared outlining data tools, the data development plan, sampling approach, and enumerator training plan. HCPL conducted a comprehensive literature review covering national labour market studies, NAVTTC publications, Labour Force Surveys, TVET policies, and reports from national and international sources relevant to skills, employment patterns, and workforce demand. 


Using a mixed-methods approach, HCPL carried out extensive quantitative and qualitative data collection in Sindh. This included Employer Skills Surveys across selected districts (100–120 industries per sector), KIIs with industry officials and TVET representatives, and FGDs with TVET graduates to understand employment outcomes and market relevance. 

HIMAT Consulting conducted field teams collected data from industrial zones, economic zones, export processing zones, and informal clusters to capture district-level labour dynamics. Quantitative data was analyzed in SPSS, and qualitative findings were coded in NVivo. HCPL prepared the draft labour market assessment report for Sindh, incorporated client feedback, finalized the design and layout, and submitted the revised version for approval. HCPL also delivered stakeholder presentations to NAVTTC, TEVTAs, PSDA, and PVTC to discuss key findings and recommendations.
