Project Title:

Labour Market Assessment of South Sudan

The UNICEF Labour Market Survey of South Sudan aimed to generate a comprehensive understanding of labour dynamics affecting vulnerable youth, including adolescents and young people with low or no formal education. The study focuses on employment patterns, skills gaps, and pathways into low-skilled and informal labour markets. It examines the availability and relevance of non-formal vocational training and identifies barriers limiting young people’s access to decent work. 

Core components of the project include a national desk review, large-scale quantitative surveys with households, NEET youth, jobseekers, and employers, as well as qualitative research with vulnerable youth, employers, training providers, community leaders, youth organizations, and NGOs. The assignment also includes a sectoral analysis of high-absorption sectors to map opportunities for low-skilled labour, identify skill requirements, assess labour demand, and recommend interventions for inclusive education-to-employment transitions in South Sudan. 


HIMAT Consulting conducted the full Labour Market Survey in South Sudan, beginning with a comprehensive desk review of labour policies, labour force data, national skills frameworks, and existing research on out-of-school youth and informal labour markets. The firm designed and implemented a multi-component data collection strategy, including quantitative surveys targeting households, NEET youth aged 15–24, jobseekers, and employers across multiple states. 

HCPL carried out qualitative fieldwork through FGDs and KIIs with vulnerable adolescents (including youth with disabilities), local employers, informal sector actors, non-formal training providers, youth organizations, community leaders, and NGOs. The team conducted sectoral analysis to identify priority economic sectors, skill needs, labour absorption potential, and existing training gaps. 

HCPL ensured rigorous data quality protocols, supervised field teams, prepared cleaned datasets, and triangulated quantitative and qualitative findings. 

The firm delivered analytical reports and evidence-based recommendations to support UNICEF and national stakeholders in strengthening vocational training systems, improving youth employability, and expanding labour market opportunities for low-educated and marginalized young people in South Sudan.
