Project Title:
Lesson Learned/External Review of SDCs' Humanitarian Program (2010-2014) in Charsada, Nowshera, Peshawar, Mardan, Kohat, and Swat in KP
The Swiss Agency for Development and Cooperation (SDC), through its Humanitarian Assistance, initiated a water, sanitation, and hygiene program in the 2010 flood-affected areas in the districts of Charsadda, Nowshera, Swat Peshawar, Mardan, and Kohat, respectively, building on the experience gained during the 2010 flood relief phase. In districts Charsadda and Nowshera, the project rehabilitated ground wells, which were the main source of drinking water and were either severely damaged or contaminated due to flood water. A comprehensive health and hygiene improvement program was added as a soft component. In Swat district, however, the main source of water was gravity-driven water supply schemes, which were flooded during flash floods in 2010. Furthermore, during the four- years of project intervention (2011–2014), apart from delivering the hard components, water committees were also established for the sustainable management and maintenance of these schemes.
The main objective of this exercise was to document the process, results, lessons learned, and best practices of the project. HCPL compiled the report through an in-depth analysis of the project literature, which included project progress reports, field monitoring reports, end-line reports, pre- and post-knowledge attitudes and practices (KAP) studies, technical backstopping reports, midterm evaluations, case studies, etc. In addition, the findings of the secondary information have been substantiated through the analysis of focus group discussions (FGDs) conducted with men, women, boys, and girls and a series of in-depth interviews held with the management of SDC and key staff from the implementing partner organizations. Case studies reported in different project documents were selected and included in this report after editing.
