Project Title:

Long Term Agreement (LTA) for Research on Social Behaviour Change and Communication of Polio Eradication Initiatives (PEI) across Pakistan

UNICEF established a Long-Term Arrangement for Services (LTA-S) to ensure rapid, reliable, and high-quality access to technical, research, and field-implementation support across its programming needs in Pakistan. Under this arrangement, UNICEF can issue service contracts for a wide range of tasks—including assessments, evaluations, capacity-building, field data collection, third-party monitoring, MEAL support, and specialist consultancy services—while maintaining standardized terms, fixed rates, and quality assurance. 


The LTA provides UNICEF with a flexible, non-exclusive mechanism to engage qualified firms for work that aligns with its mandate to advance child rights across health, nutrition, education, WASH, protection, social policy, and emergency response. Through this arrangement, UNICEF aimed to streamline procurement, reduce transaction time, and ensure availability of competent partners for programmatic support throughout the LTA period. 


HIMAT Consulting was engaged as an approved service provider under the LTA to deliver specialized technical and operational services upon request. The firm provided rapid-deployment teams and subject-matter expertise for assignments issued by UNICEF, including field research, assessments, third-party monitoring, qualitative and quantitative data collection, facilitation, technical reviews, and development of analytical products. 


HCPL ensured full compliance with UNICEF standards by mobilizing trained personnel, preparing methodologies and tools, conducting field activities, managing logistics, ensuring data quality and confidentiality, and producing high-quality deliverables within agreed timelines. The firm also supported UNICEF with planning, coordination with government and local partners, translation and facilitation, and submission of structured reports and datasets. 

Through this arrangement, HCPL remained available to undertake tasks across provinces, respond quickly to new service orders, and deliver consistent, professional support as required under individual Contracts for Services issued during the LTA period.
