Peer Review (PR) - Two-Day’s workshop organized for its local development partners by Welthungerhilfe (WHH) Pakistan
The Peer Review (PR) initiative was undertaken as part of WHH Pakistan’s broader capacity-strengthening support to its local implementing partners. The activity was conducted through a two-day workshop held on 02–03 December 2021 in Karachi, bringing together senior management teams of 17 partner organizations. The PR workshop complemented WHH’s ongoing Organizational Capacity Self-Assessment (OCSA) process and aimed to deepen partner learning, reflection, and collective problem-solving. While the OCSA exercise assessed capacities across all functional areas of partner organizations, the PR workshop focused specifically on Humanitarian Assistance, reflecting priority gaps identified earlier during the OCSA and subsequent Capacity Development Planning (CDP). The Peer Review was designed to create a structured space for mutual learning, cross-organizational observation, and exchange of good practices, enabling partners to collectively analyze strengths, address weaknesses, and draw actionable insights to improve humanitarian programming. The workshop methodology was structured around peer review sequences, group work, facilitated reflection sessions, and synthesis exercises.
The process drew upon HCPL’s adaptation of the Peer Review Mechanism (PRM) of the global programme “ToGETHER” and other sectoral peer-review models. The final PR report captured the workshop’s objectives, methodology, findings, partner reflections, lessons learned and agreed actions to guide future organizational capacity strengthening efforts.
HIMAT Consulting Private Limited (HCPL) served as WHH’s technical facilitator for the Peer Review workshop, delivering the following services: Workshop Design and Planning Designed the complete Peer Review methodology tailored to WHH’s partner ecosystem. Adapted global PR mechanisms (including ToGETHER PRM) into a practical, context-appropriate framework for local partners. HIMAT Consulting prepared facilitation materials, session plans, formats, and tools for all Peer Review sequences. Facilitation of the Two-Day PR Workshop Delivered a comprehensive orientation on the PR concept, process, and expected outcomes. Guided partners through structured peer-review steps, including selecting observational areas, prioritization, group review, and evidence-based reflection. HIMAT Consulting facilitated group discussions, cross-learning exchanges, and synthesis sessions with 17 partner organizations. Technical Guidance and Knowledge Support Linked PR discussions with earlier OCSA findings to promote continuity in capacity-building efforts.
HIMAT Consulting supported partners in articulating strengths, gaps, and priority capacity needs in humanitarian assistance. Ensured inclusive participation and constructive dialogue between diverse local organizations. Documentation and Reporting Compiled all group presentations, workshop content, lessons learned, and partners’ feedback into a comprehensive Peer Review report. HIMAT Consulting developed a structured narrative covering Day 1 (process, methodology) and Day 2 (learning presentations, conclusions, and key takeaways). Included annexes such as orientation slides, group outputs, and summary reflections to ensure clarity and traceability. Strengthening Partner Capacity for Continuous Improvement Helped partners generate actionable insights and realistic action points to be integrated into their capacity development plans. Encouraged peer-to-peer learning as an ongoing practice beyond the workshop.
