Project Title:
Revision & Development of Pakistan Disaster Risk Reduction (DRR) Advocacy Strategy for the year (2019-2024)
The project involved the revision of the Disaster Risk Reduction (DRR) forum policy in Pakistan for the period 2019–2024. The objective is to enhance the country's resilience against various natural disasters, including floods, droughts, earthquakes, cyclones, and landslides. The project acknowledges the increasing global challenges due to climate change and aimed to align Pakistan's disaster risk reduction efforts with international frameworks such as the Hyogo Framework for Action and the Sendai Framework for Disaster Risk Reduction.
The strategic plan outlines specific objectives, including the integration of disaster risk reduction in different sectors and the development of national and local-level strategies. It emphasizes the importance of stakeholder collaboration, advocacy, and awareness-building to transform policies into practices. By addressing gaps in current policies, promoting inclusive disaster risk reduction, and advocating for sustainable practices, the project envisions a safer and more resilient Pakistan, achieved through coordinated efforts and informed decision-making at regional, national, provincial, and district levels. In their advocacy efforts, the Disaster Risk Reduction (DRR) Forum operates through a nuanced strategy, understanding that persuasion, rather than confrontation, is the linchpin of their approach. Leveraging the principles of humanitarian diplomacy, the forum endeavors to prevent current hazards from escalating into future disasters. Central to their strategy is the recognition that effective disaster risk reduction requires a coordinated effort at both national and international levels.
To achieve this, the forum employs a variety of advocacy methods. The team conducted an inception meeting with the project manager and thoroughly reviewed relevant documents, such as the project proposal. A mixed research methodology was used for data collection and analysis. The team conducted perception surveys, focus group discussions, and KIs with relevant district and provincial authorities.
