Project Title:

Third-Party Evaluation of PPAF Emergency Assistance to 2025 Floods (Sindh, Punjab, GB, KP)

The project entailed an independent, systematic evaluation of the Pakistan Poverty Alleviation Fund’s (PPAF) Emergency Relief Assistance provided to communities affected by the 2025 floods across Pakistan. The floods were among the most severe climate-induced disasters in recent years, affecting millions of people through loss of life, large-scale displacement, destruction of housing and infrastructure, and extensive damage to agriculture and livestock. In response, PPAF implemented a nationwide emergency relief initiative through its partner organisations, covering all four provinces, Gilgit-Baltistan, and 45 flood-affected districts, reaching over 147,000 households with food, non-food, hygiene kits, and medical and veterinary support. 

The evaluation aimed to assess the relevance, efficiency, effectiveness, connectedness, impact, and sustainability of this emergency response, in line with OECD-DAC evaluation criteria, while integrating Gender, Equity, Disability and Social Inclusion (GEDSI) considerations. The assessment focuses on the extent to which the relief intervention addressed urgent humanitarian needs, supported vulnerable and marginalised households, and contributed to short-term recovery and emerging resilience. The evaluation also documents good practices, implementation gaps, risks and challenges, and provides actionable recommendations to strengthen future emergency preparedness and response programming in Pakistan. 


HIMAT Consulting Pvt Ltd was engaged to design and conduct a comprehensive, utilisation-focused evaluation of PPAF’s 2025 Flood Emergency Relief Assistance. Under this assignment, HCPL provided end-to-end evaluation services, beginning with inception-phase consultations, desk review of project documentation, and development of a detailed evaluation framework aligned with OECD-DAC criteria and GEDSI principles. The firm designed a convergent mixed-methods evaluation approach comprising household-level quantitative surveys, qualitative focus group discussions, key informant interviews with PPAF senior management, partner organisations, district administration officials, and the review of secondary data from MIS records and NDMA/PDMA sources. 


HCPL developed all data-collection tools, sampling strategies, and quality assurance protocols; conducted enumerator training and tool pre-testing; supervised field data collection across multiple provinces; and ensured rigorous data validation, triangulation, and ethical compliance. The firm is responsible for quantitative and qualitative data analysis, preparation of evidence-based findings, documentation of lessons learned and best practices, and formulation of practical, policy-relevant recommendations. Deliverables under the assignment include the Inception Report, field training and data collection reports, a draft and final evaluation report, cleaned datasets, and a concise policy brief or learning note, along with presentation and validation of findings with PPAF senior management and the Board of Directors.
