Project Details.

The Third-Party Monitoring assignment for the USAID Agriculture Market Development (AMD) Program was designed to independently verify the implementation and performance of AMD-supported interventions in Sindh and Punjab. The AMD Program focuses on strengthening high-value agriculture and livestock value chains—specifically mango, citrus (kinnow), high-value and off-season vegetables (HVOSV), and livestock—by improving supply chains, enhancing profitability, increasing women’s participation, and promoting competitiveness in domestic and export markets. Through matching grants, technical assistance, and value-chain support provided to MSMEs, the program aimed to modernize production practices, expand market access, and boost income generation for value chain actors. Third-party monitoring provided USAID with unbiased, field-verified evidence on progress, operational challenges, beneficiary uptake, and the overall effectiveness of AMD interventions. 

HIMAT Consulting delivered comprehensive monitoring services through deployment of Senior Field Researchers across Sindh and Punjab. Key services included: Document Review & Preparation Reviewed program materials, grant documents, value-chain interventions, and monitoring guidelines to understand AMD’s technical scope and expected outcomes. Training & Planning Participated in USAID/MSI-led training sessions to understand monitoring tools, methodology, and reporting requirements. HIMAT Consulting developed detailed field data collection plans and coordinated logistics with relevant staff. HIMAT Consulting conducted field Monitoring & Verification Conducted on-site monitoring of AMD grants, technical assistance activities, and value-chain initiatives across mango, citrus, HVOSV, and livestock value chains. Verified implementation progress against approved workplans. Key Informant Interviews (KIIs) Led KIIs with MSME beneficiaries, value-chain actors, grant recipients, market intermediaries, women entrepreneurs, and AMD project staff to assess performance, adoption of technologies, and operational constraints. 

Observations & Documentation Completed structured observation checklists, captured geo-tagged photos with comments, recorded high-quality interview notes, and ensured timely transcription and translation into English. Data Entry & Reporting Entered verified field data into the designated web-based repository and submitted all completed tools, checklists, and supporting evidence according to USAID/MSI protocols. Coordination & Field Support Coordinated with implementing partners, private sector enterprises, and local stakeholders to arrange site access, troubleshooting field issues, and ensure smooth implementation of monitoring activities.
