Project Title:

Third-Party Monitoring of the grants provided by USAID Agriculture Technology Transfer Project to MSMEs of Agriculture and Livestock value Chain in Sindh, Baluchistan, KP, GB, and Punjab

The USAID Agriculture Technology Transfer Activity (PATTA), implemented by CNFA under USAID’s broader PERFORM mechanism, aimed to accelerate agricultural productivity in Pakistan by strengthening technology transfer across agriculture and livestock value chains. Through partnerships with 37 agricultural technology companies and more than 350 dealers and franchises, PATTA worked to introduce and scale private-sector solutions for smallholder farmers. To ensure accountability, transparency, and evidence-based decision-making, a third-party monitoring (TPM) assignment was initiated across Sindh, Balochistan, KP, Punjab, and Gilgit-Baltistan. The objective of the TPM assignment was to independently verify the progress and performance of PATTA-supported micro, small, and medium enterprises (MSMEs) across the agriculture and livestock value chains. The monitoring process evaluated implementation fidelity, technology adoption, beneficiary outreach, private-sector engagement, and early outcomes of USAID’s investments. By generating credible field evidence, the assignment enabled USAID programme managers to refine resource allocation, improve program design, and strengthen implementation strategies for agricultural technology commercialization in Pakistan. 


HIMAT Consulting provided comprehensive third-party monitoring services across all target provinces for the USAID PATTA project. The key services included: Orientation and Instrument Familiarization Participated in technical briefings and training sessions conducted by MSI to fully understand the project scope, monitoring objectives, data collection tools, quality standards, and reporting protocols. 

HIMAT Consulting conducted field Monitoring and Site Verification Conducted extensive field visits across all five provinces to observe PATTA-supported MSME activities, verify agricultural technology demonstrations, assess dealership/franchise operations, and review farmer-level adoption. High-Quality Data Collection Collected structured quantitative and qualitative data using standardized USAID/MIS tools. Ensured completeness, accuracy, and consistency of all monitoring instruments and submitted datasets on a weekly basis. Key Informant Interviews (KIIs) Conducted KIIs with a wide range of stakeholders including government officials, agricultural technology suppliers, dealers, private-sector actors, PATTA project staff, beneficiaries, and farmer groups to triangulate findings. Transcription, Translation, and Documentation Maintained detailed field notes, transcribed interviews, and translated responses into English in the format required by MSI/PERFORM. Data Analysis Support Contributed to preliminary data analysis and interpretation, helping identify patterns, implementation gaps, and performance trends across target districts and value chains. Daily Tracking and Reporting Updated the online monitoring tracker on a daily basis and maintained proactive communication with assignment managers regarding field progress, risks, and bottlenecks.
