Project Title:
To Enhance the Monitoring, Evaluation and Research (MER) System within the Public Sector, Encompassing the Capacity Assessment of Pertinent Agencies at National and Provincial Level
The assignment focuses on strengthening Monitoring, Evaluation, and Research (MER) systems within the public sector by supporting the development of child-focused District SDGs Achievement Plans across Islamabad, AJK, and Gilgit-Baltistan. The intervention aimed to institutionalize SDG-based planning at the district level by assessing local capacities, aligning district priorities with national SDG commitments, and engaging academic institutions and government stakeholders in a structured consultative process. The work includes conducting detailed inception meetings with district governments, SDG Units, and universities; identifying and mapping district-level data relevant to child-focused SDG indicators; developing district profiles; establishing baselines; setting 2030 targets; and crafting comprehensive SDG achievement plans aligned with the AJ&K SDGs framework and national SDG priorities.
The assignment ensures meaningful participation of district administrations, academia, planning departments, and other stakeholders to develop actionable, locally-owned implementation plans. The final output includes complete district SDG Achievement Plans with baselines, targets, implementation mechanisms, financial needs, and coordination structures.
HIMAT Consulting led the full cycle of developing child-focused District SDGs Achievement Plans through a structured and consultative approach. Key services included: Inception & Stakeholder Engagement Conducted inception meetings with district governments in Islamabad, AJK, and Gilgit-Baltistan to explain the assignment, validate methodology, map available SDG-related data, and secure focal persons for district coordination. University Engagement Held inception and consultative sessions with universities in Islamabad, Muzaffarabad, and Skardu to involve academia in data analysis, SDG contextualization, and baseline validation. Methodology Finalization Consolidated feedback from SDG Units/Sections in AJK and GB P&DDs, district administrations, and academia, and finalized the inception report, methodology, and workplan. District Profiles Development Conducted literature review and processed consultative inputs to develop detailed district profiles covering demographic, socio-economic, environmental, and governance dimensions. Baseline Setting Analyzed stakeholder inputs and available datasets to define baseline values for child-focused SDG indicators. Shared baseline drafts with districts for verification and refinement. Target Setting & Implementation Planning Facilitated second-round consultative meetings to set SDG 2030 targets and jointly develop district implementation plans, including identification of ongoing projects, required interventions, and responsible entities. Coordination & Monitoring Structures Supported districts in establishing coordination and monitoring mechanisms, including formation of working groups or committees of heads of departments.
