Project Title:

Training Capacity Development of CSOs Poverty Scorecard Approaches & Development of Union Council Plans/Civil Society Organizations (CSOs) Capacity Need Assessment

The Thardeep Rural Development Program (TRDP) is a non-profit integrated rural development program, as per the Terms of Reference. In the most impoverished and isolated parts of Sindh Province, TRDP works with the least fortunate and most vulnerable segments of society, especially women. 

The Poverty Score Card Training Manual was created as part of this Assignment in order to track the poverty score of recipient households and identify those who are impoverished. 

The CSO administration was to be able to allocate resources and carry out targeted, pro-poor programs and interventions for the welfare of the poor households provided the poor households are correctly and precisely identified. Poverty Score Card (PSC) is a tool for poverty targeting principally intended to give practitioners a simple, effective and low-cost tool for identifying the poor for targeted program interventions. It is also important for boosting openness and accountability in terms of poverty targeting and tracking the graduation process. PSC follows the formula for the proxy means test (PMT), which is based on the 2007 Pakistan Standard Living Measurement Survey (PSLM). The World Bank created it, and the Benazir Income Support Program (BISP) uses it for its cash distribution scheme. 


These training sessions were arranged by HIMAT Consulting over a span of three days, aiming to equip participants with comprehensive knowledge and skills related to Poverty Scorecard Census methodologies and implementation. 

Day 1 commenced with an introductory session focusing on participant introductions, workshop objectives, and motivational aspects. The day progressed with sessions on the basics of Poverty Scorecard (PSC), its survey methods, and practical insights into conducting a PSC census. Participants engaged in group activities, presentations, and discussions to deepen their understanding of poverty targeting, data collection techniques, and the role of enumerators. 


Day 2 continued with sessions delving into specific aspects of the Poverty Scorecard methodology, including data collection methods, implementation strategies, and guidelines for enumerators. The facilitator employed varied methodologies such as multimedia presentations, group work, and Q&A sessions to ensure comprehensive learning and participant engagement. Topics covered included ethical considerations, data quality control, and the use of technology like the NCollect mobile app for data collection and analysis. Each session emphasized practical application through discussions and hands-on activities, enhancing participants' capability to execute Poverty Scorecard surveys effectively. 


By Day 3, participants had progressed to understanding advanced tools like the NCollect mobile data collection application, which streamlines the data collection process while maintaining data integrity and security. Detailed presentations and interactive sessions enabled participants to grasp the app's features such as form design, data validation, synchronization, and report generation.
