Project Title:

Training Needs Assessment (TNA) and Development of Training Manuals for Capacity Building of Partner CSOs

Research and Development Foundation (RDF), with support from Welthungerhilfe (WHH) and technical cooperation from STEVTA, implemented the Skill Up PLUS project to strengthen Sindh’s Technical and Vocational Education and Training (TVET) ecosystem. The project promoted green skills, sustainable employment pathways, and enhanced youth participation across the districts of Hyderabad, Thatta, Sujawal, Jamshoro, and Badin. 

A core focus of The project was to capacitate 40 Civil Society Organizations (CSOs) to become effective actors in TVET advocacy and community-level mobilization.

This assignment aimed to assess the existing capacities of selected CSOs, identify gaps in their understanding of TVET systems and green skills, and design tailored training modules that equipped them to promote youth engagement, influence policy, advocate for improved TVET services, and strengthen linkages with STEVTA, employers, and local communities. 


HIMAT Consulting conducted a comprehensive Training Needs Assessment (TNA) of selected CSOs by reviewing project documents, past training records, and relevant TVET and green economy literature. The team developed structured participatory tools—including questionnaires, FGDs, and KII guides—and held field-level consultations with CSO representatives and youth (with at least 50% women) across the target districts. 

The assessment identified gaps related to understanding the TVET system, stakeholder engagement, green skills, communication, advocacy, and institutional development. Based on TNA findings, 

HIMAT designed two practical, activity-based training manuals tailored to the local context. The two-day module focuses on TVET system navigation, including the National Skills Strategy, NVQF, institutional roles, and STEVTA’s public–private partnership functions, as well as foundational green skills and sector-specific opportunities. 

The three-day advanced module covers stakeholder engagement, community mobilization, advocacy, communication strategies for youth outreach, working with local authorities and training forums, and institutional strengthening of CSOs—including resource mobilization, proposal writing, and partnership development. All materials were designed to enhance CSOs’ ability to effectively advocate for TVET and green skills within their communities.
