Project Title:

Training of Trainers (ToT) on GIZ Pakistan Anti Sexual Harassment Policy and relevant existing Pakistani Laws

Duration: Two Days Participants: 20 individuals per session 


Objectives: Highlighting the Role of Personal Attitudes: Focus on creating a healthy work environment. Learning basic communication skills to facilitate open communication regarding sexual harassment. Understanding Basic Gender Concepts: Relate these concepts to participants' personal and professional lives. Building Understanding of Anti-Sexual Harassment Policy: Familiarize participants with GIZ's anti-sexual harassment policy. Understand the procedural mechanisms involved in handling harassment cases. Workshop Structure: The workshop aimed to foster open discussions and debates on sensitive topics such as self, gender, and sexual harassment. To achieve this, the workshop was designed to: Include relatively small groups of around 20 participants. 


This size allows for maximum discussion and participation. Utilize a seating arrangement where all participants can see each other, typically in a semi-circle, to promote open and engaging dialogue. Expected Outcomes: Participants gained: Enhanced awareness of the impact of personal attitudes on workplace environment. Improved communication skills to address and discuss issues of sexual harassment. A solid understanding of gender concepts and their importance in daily life. 

Comprehensive knowledge of GIZ’s anti-sexual harassment policy and procedures. This workshop structure and approach aimed to create an environment conducive to learning, reflection, and positive attitudinal change among participants. 


1. Interactive and Participatory Module Development: HCPL developed a workshop module emphasizing interaction and participation, allowing for group interaction and discussion at all levels. The module minimizes facilitator-led presentations and maximizes participant engagement through discussion, analysis, and reflection on new awareness and concepts. 


2. Facilitation Techniques: To foster open sharing of ideas and promote learning, especially for attitudinal change, HCPL incorporated several participatory techniques, including: 

Small Groups: Participants were divided into small groups of 4-6 members to enhance discussion and engagement. 

Pairs: Participants were paired to discuss more personal aspects of specific concepts, facilitating deeper understanding. 

Go-Arounds: The facilitator posed a question or read a statement, prompting each participant to respond in turn within a circle, ensuring everyone’s input was heard. Brainstorming: The facilitator presented a question or idea, encouraging participants to call out their thoughts and ideas, fostering collective creativity. 

Case Studies: Participants were divided into groups and given case studies to analyze and respond to, promoting practical application of concepts. 

Creative Expression: Participants were encouraged to express their thoughts and ideas through creative forms such as skits, art, and drawings, allowing for diverse expression and engagement. 


3. Emphasis on Group Discussions: HCPL prioritized group discussions as a core element of the workshop, recognizing their importance in facilitating open sharing of ideas and maximizing learning outcomes. 


4. Focus on Awareness and Attitudinal Change: The module was designed to allow participants to discuss, analyze, and reflect on new awareness and concepts, aiming to bring about significant attitudinal changes. Expected Outcomes: Participants were expected to gain:
